The Villains
Ari Haswari

Mossad agent gone bad, bent on revenge, Ziva's half-brother and Gibbs' sworn enemy. But the CIA protected him, believing that he was a double agent working for Mossad against Hamas and that his badness was just his deep cover story to persuade the terrorists to trust him. He is Kate's killer.
Damage he inflicted:
- He holds Ducky and Gerald Jackson, Ducky's assistant, prisoner in autopsy and forces them to orchestrate the handing over of evidence related to a terrorist that has been caught. Kate gets taken prisoner too, has a chance to kill Ari and doesn't take it. Gerald gets shot in the shoulder to punish deceit by Ducky.
- Another time, he kidnaps Agent Todd but releases her.
- Shot Special Agent Gibbs in the shoulder to maintain his "cover" and Gibbs shot him.
- Dupes CIA/FBI into giving him protection as an informant deeply undercover in Hamas: feds lost 3 men when Ari escaped from Ducky's lab.
- Meets with Gibbs for coffee and leaves a bomb under their table (Gibbs deals with it, so inflicts stress not death, and destroys a dumpster).
- He shoots and kills Special Agent Caitlyn Todd in the head, when she is standing with Gibbs and Tony (death and trauma).
- He then pursues Abby, shoots at her through her lab window but she escapes harm (but it is assault because she now knows to expect harm).
- Takes Gerald hostage again, to draw out Ducky for a scene with Ducky's hand built Morgan car. This is a diversion to permit Ari to escape. (Gerald strips gears on Ducky's Morgan, even Ari cannot bear that)
- Sets up a Hamas terrorist to be shot by Gibbs/Jen in mistake for Ari...literally, a fall guy.
- Plays on Gibbs' emotions about protecting (or being unable to protect) the women in his life: psychological torture. (After having been informed by his handler, Ziva, about the death of Gibb's 1st wife Shannon & daughter Kelly.)
- Causes Gibbs to entertain suicidal thoughts (which he rapidly recants)
- Causes Ziva to distrust her own judgment, her own father, her employers (Mossad) and results in her living in self-exile in USA. That is, destroys his sister's life by forcing her to take his.
His fate:
In Gibbs' basement, Ziva David shot him in the head to prevent him from shooting Gibbs. When Gibbs asked Ziva to be in on the sting operation to get Ari, Gibbs didn't know he was asking her to be prepared to kill her own brother.
Charles "Chip" Sterling

Lab assistant to Abby. Former police lab assistant that Tony got fired in his previous job with Baltimore PD. Irritant to Abby: he creeps her out. He wears shoes that let him walk silently. He failed to make it into the military. Plays sport but at a very low level, to amusement of Tony who played for his College.
Damage he inflicted:
- He framed Tony for Murder and succeed to the point that Tony was arrested by the FBI
- Therefore Tony went to jail for a small period of time.
- Took the legs from a Jane Doe, desecrating the dignity of an unknown dead woman. (Used her as carrion)
- Caused Abby stress.
- Attacked Abby Sciuto when she worked out who he was.
His fate:
Unknown, but bound to be unpleasant. We last saw him when Abby tied him and gagged him with duct tape and poured her Caf-Pow! all over him.
René Benoit, aka "La Grenouille"

French arms dealer, nemesis of Jenny Shepard, Father of Tony's girlfriend Jeanne Benoit. Has a company in Luxembourg.
Damage he inflicted:
- Bribed Jenny's father who then played dead, causing Jen great grief over the death and anger
- Causes Jen to go mildly insane and imperil her life by meeting baddies in the dark, alone.
- Causes Tony to go undercover, fall in love and break his heart pursuing the daughter to get to La Grenouille
- His offsider gets blown up in Tony's car.
- His small arms man gets shot by Gibbs' team.
- Jen shoots a baddie, in Brothers in Arms.
- Corrupted the arms process, corrupted "good soldiers".
His fate:
Shot in the head, left dead in the water near his boat. He was murdered by Jenny.
Lt Commander Voss

Lieutenant Commander Voss stole $12million and "died" in a car crash. but instead he changed his identity, to a woman (Amanda Reed) later on, NCIS Special Agent Pacci found a lead to him.
Damage he inflicted:
He shot and disemboweled NCIS Special Agent Christopher Pacci. Psychologically scars Tony by inducing Tony to tongue kiss him, before Tony learns that she is a he. Makes Gibbs hate himself for not giving Pacci the time and attention that Pacci sought on this cold case, as Gibbs might have prevented the death if Pacci hadn't had to work alone: Gibbs feels too guilty to speak at Pacci's funeral.
His fate:
He (he hadn't had the WHOLE change yet) was shot in the head at close blank range by NCIS Special Agent Leroy Jethro Gibbs.
Mamoun Sharif

Worked as an informant for the CIA and is a wanted terrorist.
Damage he inflicted:
Obtained 10 kg of BZ gas, a highly toxic chemical weapon and mixed it with DMSO. Poisoned a marine major (who went insane because of the BZ gas and tore out and ate his own eyeball before dying).Poisoned 6 members of the public with a chemically altered version of the BZ gas which didn't kill them. Poisoned Special Agent Gibbs, with the DMSO mixed BZ gas, which almost killed Gibbs. Poisoned six members of the public, who survived. He also was nicknamed "The Mad Bomber" by DiNozzo in season 4 because he blew up a golf course at the Army Navy club killing a Colonel and injuring the colonel's son. He also played the CIA and nearly got team Gibbs blown up. Ziva disarms the bomb and then disarms another backpack bomb later in the episode. In that episode he gets away, but is caught later in the season.
His fate:
Was shot dead by Lt. Col. Hollis Mann.
Yoon Dawson

Sleeper cell member planted by North Korea.
Damage she inflicted:
Kills off the other members of the sleeper cell in order to prevent a bombing. Pursues the head of the sleeper cell. Defuses the bomb.
Twist in the tale:
She marries a US Marine for her cover story but turns out that she truly loves him, has a baby with him, became as American as she could and wants to protect her baby's world. She attacks her own spy team to save lives, but is still a spy and thus a criminal. Catch 22.
Her fate:
We do not know. She may end up advising on North Korean intelligence systems and be adopted as a helper to CIA instead of being prosecuted as a criminal. But she murdered her accomplices (bad) yet they were planning a bombing (preventing that is good). But we know her husband is going to stand by her and wait for her: true love.
D.I. Agent Fred Rinnert

Lab assistant to Abby. Supposedly was ordered there by the DIA, but it is revealed that he requested the job. Irritant to Abby, although they figured out some of the clues together and there was some implied chemistry. Subtle rival of McGee, as he takes his place in helping Abby. The two have a Caf-Pow! drink-off, though we do not know who the winner is.
Damage he inflicted:
- He deleted everything on a laptop in the evidence room, including the back-up copy.
- He then implied that Abby had been negligent and had left the evidence bag open (she had not).
- Caused Abby stress, and then charmed her with his rat-like ways.
- Stole top-secret information and sold it overseas.
- Oh, right, he also killed a marine.
- Attempted to take McGee's place as Abby-helper.
- Impersonated a federal officer (he pretended Gibbs was on the phone by calling Abby's lab with his cell, effectively pretending to be Gibbs).
- Attempted to flee the country.
- Attempted to broker a deal where he would rat if he walked.
His fate:
Unknown, but assumed to be jail. We last saw him when Abby punched him in the nose and he was lead away in handcuffs.
Corporal Damon Werth

Cpl Werth had the strength of 20 atom bombs for a period in excess of 20 seconds. Only Ziva could defeat him: first by kickboxing and second by the power of her eye contact which soothed the savage beast. The Corporal is an object lesson in the risks and hazards of steroid abuse, so don't try this at home, boys and girls.
Damage he inflicted:
Broke Tony's nose, dislocated McGee's shoulder, gave Ziva a black eye and winded Gibbs.
His fate:
Probable dishonourable discharge, exact whereabouts unknown.
